Asbestos in your building

Learn why materials matter before you disturb them, what exposure means, and how to plan work in California.

Guide sources reviewed September 9, 2026 · About 5 minutes

This guide explains building concerns and common requirements. A property assessment addresses the building; a healthcare professional can advise on personal health concerns. The rules for your project depend on its location, use, and scope.

Three things to know

  1. Appearance cannot confirm asbestos; evaluate suspect materials before work disturbs them.
  2. Cutting, sanding, or breaking affected materials can release fibers.
  3. Removal is not always needed. Condition and planned disturbance matter.

Asbestos is a group of naturally occurring minerals that form strong, extremely small fibers. Manufacturers added it to many products because it resists heat and fire. Although many uses have been restricted, asbestos remains in building materials installed decades ago. Knowing where it may be present helps property owners plan repairs and construction without unnecessarily disturbing it. ATSDR: Asbestos and Your Health ↗

Where asbestos may be found

Potential locations include pipe and boiler insulation, vinyl flooring and its backing or adhesive, roofing and siding shingles, textured coatings, patching compounds, and some cement products. Certain vermiculite attic insulation may also contain asbestos. These are possible locations, not a list of materials that always contain asbestos. EPA: Learn About Asbestos ↗

A ceiling texture or floor tile cannot establish the answer by appearance alone. EPA: Protect Your Family ↗

Why disturbance matters

The main concern is breathing fibers released into the air. Cutting, sanding, drilling, scraping, or breaking asbestos-containing material can release fibers. Material that is intact and will remain undisturbed can often be left in place. Removal is not automatically the safest first step: improper removal can increase exposure. If suspect material is damaged, limit access and arrange a professional evaluation. Do not sweep or use a household vacuum on suspected asbestos debris. EPA: Protect Your Family ↗

What exposure can do

Inhaled fibers can lodge in the lungs. Asbestos exposure can cause lung cancer, mesothelioma, and noncancer conditions including asbestosis, which scars lung tissue, and pleural disease, which affects the lining around the lungs. Illness can develop long after exposure; mesothelioma symptoms may take decades to appear. Asbestosis is typically associated with very high exposure over a long period. Smoking combined with asbestos exposure greatly increases lung-cancer risk. ATSDR: Health Effects of Asbestos ↗

How testing and consulting help

A professional inspection connects the planned work to the materials it may disturb. An inspector evaluates suspect materials and collects samples for laboratory analysis; visual inspection alone cannot confirm asbestos. EPA recommends professional sampling because collecting a sample can release fibers. EPA: Protect Your Family ↗

California Certified Asbestos Consultants can provide building inspections, sample collection, management plans, AbatementWork to address a regulated hazard. Lead abatement is designed to permanently address lead-based paint hazards; asbestos work may involve removal or other controlled measures. The specific meaning and requirements depend on the program. project design, and clearance air monitoring. The consultant's role may include helping an owner understand findings and plan the next steps. Abatement contractors perform the repair or removal. California separates these roles: consultants cannot have a financial or proprietary interest in the abatement contractor hired for the same project. Cal/OSHA: Asbestos Information ↗

A SurveyAn organized inspection of the areas and materials within an agreed scope. A limited survey does not automatically cover the entire building. documents materials within an agreed inspection ScopeThe work included in the assignment: areas, materials, methods, reporting, and any exclusions.. Abatement is work to control or remove asbestos-containing materials. ClearanceA post-work evaluation against the criteria that apply to the project. It may include visual examination and sampling; it is different from the original material inspection. monitoring is a post-work evaluation against the criteria for that project; it is not the original survey.

Before hiring, ask what areas will be assessed, how inaccessible materials will be handled, what the report will include, and whether follow-up oversight or clearance monitoring is part of the proposed service. Share the planned construction scope so the assessment addresses the work you intend to perform.

Planning a California renovation or demolition

Before work begins, identify the materials the project may disturb and confirm the requirements at the property’s location.

Federal asbestos NESHAP rules require inspections for covered demolition and renovation projects, advance notification for covered demolitions and certain renovations, and practices that control asbestos emissions. Some small residential buildings are excluded, but houses involved in larger commercial or public projects may still be covered. EPA: Asbestos NESHAP overview ↗

Start with CARB’s California air district directory ↗. Many districts administer their own asbestos programs. In areas where the district does not administer the federal program, required NESHAP notifications go to EPA. CARB’s location guide explains which agency to contact. CARB: Renovation or demolition locations ↗

Survey requirements, notice procedures, fees, and residential provisions vary by district. A federal exclusion does not necessarily exempt a project from local rules. Ask the responsible agency about your project, and check with your city or county about permit documentation before setting the construction schedule. A local program such as the Bay Area’s illustrates why district requirements must be checked separately. Bay Area Air District: Asbestos program ↗

California’s worker-protection requirements also apply separately. Cal/OSHA’s construction standard addresses exposure assessment, training, work practices, and protective measures. It presumes certain insulation and surfacing materials in buildings constructed no later than 1980 contain asbestos unless properly rebutted; flooring has additional provisions. These material-specific presumptions do not establish that every material in an older building contains asbestos. Cal/OSHA: Title 8, Section 1529 ↗

Common questions

Can a photo show whether I have asbestos?

No. Similar-looking products can have different ingredients. Identification generally requires appropriately collected samples and laboratory analysis. EPA: Protect Your Family ↗

Does a positive result mean everything must be removed?

No. The material's condition and the work planned around it matter. Intact, undisturbed material may be managed in place. EPA: Protect Your Family ↗

What does “friable” mean?

It describes material that can crumble under hand pressure. Such material can release fibers readily when disturbed; harder materials can also become hazardous when damaged. Cal/OSHA: Asbestos, Appendix H ↗

Is every pre-1981 building legally presumed to contain asbestos?

California's construction standard applies presumptions to specified material categories. Building age alone does not identify the contents of every material. Cal/OSHA: Title 8, Section 1529 ↗

Is a single-family house automatically exempt?

No. Federal residential exclusions have limits, and local air district requirements can differ. Confirm the project’s coverage with the responsible agency before work begins. EPA: Federal asbestos requirements ↗, CARB: Find the responsible agency ↗

Will asbestos exposure always cause illness?

Health effects depend on exposure amount and duration, the way exposure occurred, and individual factors. A clinician can evaluate personal exposure concerns. ATSDR: Asbestos ToxFAQs ↗
